Prior to 1901, few people in Mexico ever spoke of the east coast of the Yucatan peninsula so the area simply did not have a name. However, in order to be held as a territory of Mexico, the area needed a name. So in accordance with Mexican tradition, the new territory was named after an army general: Andres Quintana Roo. An interesting side note is that while surely Quintana Roo was an exemplary soldier deserving of the honor bestowed him, he had in fact never travelled to, nor fought a battle in the territory.
